928 fuse advice

Ive got a friend with a 928 that has a problem with the head lights,on close inspection a fuse has been burnt out as you can see in the photo,why would it have done this and is it an easy repair,ime thinking of taking the two wires out of the back of the fuse board and putting some spade connectors on to accept a new fuse,what do you think.

Or is the fuse block that takes the 5 fuses replacable?.
