Flintshire to be test bed for more summary "justice"
Discussion
Mr Brunstrom is reported today as having written to the Home Office seeking permission to issue on-the-spot penalties to drivers who flout the rules " to save time and court costs"
" As the law currently stands, careless driving offences are dealt with in the courts but Mr Brunstrom believes fixed penalties will save precious time and money"
Does he want his officers to be judge and jury?
PA members think the scheme will be trialled in Flintshire. Wonder how they are going to find the officers to enforce this given the invisibility of N Wales cops..
I saw two in my local town recently and said, "Goodness me, two policemen on the street in Mytown; are you tourists?"

I live here too.
Brunstroms bizarre mentality is a clear parallel with the German National Socialist Party of the 30's. It alos encourages the nastier control freak mentality present in many walks of life to flower. Like moronic councillors seeking ever lower limits and other road sabotage. Who would not have the guts to come out with it otherwise.
No-one yet ( but for how long ?) has to accept a FPN - there's always the courts. And I use them as a matter of principle. But presumably this is not about speeding but about other technical infringements ?

It's all the more culpable as Brunstrom has already had his knuckles rapped for using mechanised police officer 'computer signatures' on statements of evidence in order to 'expedite' motoring prosecutions. In other words, cutting corners. Now he's been told off for cutting corners he's looking for rat runs as a short cut.
You can try and make intelligent comment about this man and his actions, but you just come back to expletives.

This has got to be some sort of joke, right?!? I take it our judicial system is now being used as toilet roll?!?
Can't someone just shoot the rabid dog, put him out of everyone's misery?!?
If someone knows his clifftop walking route id volunteer to give him a shove at the right moment....

The man is a LAW unto himself.
Page 11 of the Daily Post today reports that seven years after Tony Blair aledgedly said "F*****g Welsh", and after the Crown Prosecution Service advising North Wales Police NOT to proceed with a complaint. mr Brunstromfhurer has decided to send officers to Dowing Street to conduct an enquiry into "icitement under the public order act"?
This guy is a fully paid up member of the David Ike fan club if you know what I mean?
The sooner he is promoted up and out of North Wales all the better.

CC Brunstrom has a track record of maverick actions and bizarre statements that are fundamentally political in nature. What point is there in discussing discretion when Brunstrom shows none of it just about whenever he opens his mouth on motoring matters or political correctness?
Is this a Policeman wit hdiscretion that we are talking about here?
It's a double-edged sword -- having discretion for Policemen. I'd prefer a Gatso to enforce my speed than whatever Mr B has up his sleeve.
We might suspect he would personally 'do' any speeder no matter what, but he recently admitted speeding himself - yet as far as I know nothing has been done about it. He gave the limit, and the speed as well, iirc. As Kate Moss got interviewed over media content, and Brunstrom is now apparently ordering a BiB or two to see BLiar about his " F
g Welsh " remark after the Anne Robinson fiasco, Brunstrom should be investigated by other officers for his admission. As no other officer was present to witness the incident, but there is a confession allied to a comment by the perpetrator that drifting over the limit is like drifting a knife into somebody, the opportunity for discretion seems very limited. It is true that Mr Brunstrom is a maverick.
It must be said for him however that his ACPO Code of Practice for the use of speedmeters is a good document, and its construction does promote good evidence gathering.
However, what he doesnt realise is that his directives which 'must be scrupulously adhered to' are evidence to the court and the public that the evidence gathering can be trusted. In practice however, when these arnt carried out scrupulously, these same powers which have been granted to convict and gather evidence have now become 'general practice' and the 'code of practice' is then commonly referred to in the magistrates court, the CPS and the officers who have not followed the code scrupulously as 'Only Guidelines'...
My point is, if this does become law, how long will it be before the code which must be 'scrupulously adhered to' to govern the use of the new powers again becomes optional, and the evidence gathered of innocent parties are then subject to justice by the yard...

I agree, S59 is a travesty. Laws which put decisions of guilt and sentencing in the hands of the front-line officer who needs to make a prompt decision, without loss of face in a situation which could become violent or agressive at a moment's notice is a disgrace. This is not the place to do our sentencing.
Anyone stuck on with this should ask what right they have to appeal to a court of law (except that they are probably scrotes). As far as I can tell, it would need to be a judicial review of the Policeman's actions.
