rust....how to stop eating my car?

A few months back I had an altercation which was lying in the gutter of the road, it was covered by a shadow and I didn't see it. The front wheel flicked it up into the sill, it put a nice big groove in the sill before dissappearing onto the verge. At the time I didn't bother about it, all the paint looked in tact just a bit dented.
However, after the last 3 weeks of permanent rain, and then frost, I haven't been able to remove the dirt from the side of the car. I did clean the mud off the chassis, but didn't bother about the panels. I washed it off today and discovered some patches of rust where the rock had run along the sill.
What is the best way to treat rust without spending a fortune?!
I'm thinking Wire brush, then primer as a temporary fix, and when the weather gets better, doing a proper job. Good Idea?

get a rust inhibitor like kurust or redoxide , primer will not stop the rust , if its just the sills get both done with stone chip protection or you could use bitumen on the sills

The Sills have that Stone Chip protection stuff on them (I think) the pic in my profile shows what I mean. It's like grey paint but has a different 'thicker' texture to it.
Stone Chip paint wouldn't have stopped this stone, when I said rock, that gives the impression it was a round thing the size of a tennis ball, this thing was the size of a damn football!
Left a hell of a dent too!

Ive had vaaaaaaaaaaast experience with rust removal and prevention.
Remove as much as you can of the rust by using either a wire brush or a strong acid solution.
I can personally vouch for the acid idea as it eats all the rust from out of the pitted steel, but you MUST neutralise it afterward with some bicarbonate of soda and wash that off too.
Then dry it with a fan heater or paint stripper gun and Kurust it immediately.
The Kurust will turn the area a dark purple or black color after 10 mins or so, and you can leave it overnight to be primered the next morning.
Then just stonechip it and color it afterwards.
