1)yes it was an option,and at one time at least,it didn't cost any extra.
2)Its a TVR only part from memory,so its either a dealer or a TVR breaker,like Bell Hill,for example.

Yes, no-cost option when I specified it on mine in '96.
Sun visor is TVR part - I had to replace one that split. Not expensive if I recall. I do wish they did them colour coded though.
