NIP problem - not me this time -madcop,et al ????

My mate has received NIP for 88mph in 70 around Swansea. He ignored it and the subsequent request to identify himself as the driver. His reasoning was that it was a friend of his who was driving. Now I know, that he could still be prosecuted for not providing details, but it's not that simple. The person driving was a friend who has since gone back to Oz - no probs you may think, just give the name. However, the driver in question is still in the process of applying for Oz citizenship and is subject to regular police checks to ensure he's not an undesirable resident. Would providing this guy's name resolve the issue of the NIP without any adverse effect i.e.would the S.W. Wales please drop it or would they hound the guy to the other side of the world ?? Suggestions ???
Similar experience had by colleague whose company car was zapped doing 40 exiting a 30 limit. This was around the notorious camera van overkill on the Rally GB Nov last. He had loaned his car to go spectating to an American motorsports enthusiast over for 3 weeks around that time. He had warned the American of the ways things are in S Wales but he still got caught out.
Anyway the circumstances were explained, The Camera Unit wrote back demanding details of his date/port of entry exit so they could check with Immigration, these were given and the company only recently heard that the action was being dropped but with a stern warning that to avoid accidents traffic signals must be obeyed and exhorting the Co to instruct visitors in future.
The American himself heard nothing.
