NIP - not sure of driver

Hi - a friend recently received a NIP for a speeding incident in North Wales (about 40 in a 30 - Gatso) but she's not sure if it was her or her boyfriend driving on that day - they share the car.
I advised that she asked the ticket office for the photo, from which the driver cannot be identified.
Not wanting to be bullied into admitting to a crime that she may not have committed & face the insurance related punishment in addition to the fine, any ideas on how to proceed?
I see the following as options:
1) complete the NIP with details of both drivers - let the CPS decide how to proceed
2) Admitt that she was driving - they split the fine £30 each and the girl (who has no points - the guy has 3) takes the points.
3) She pleeds not guilty & it falls on the CPS to prove that she was driving
Any thoughts?

The other thought is to write 2 letters claiming to the best of your recollections to be driving from both of you - they can't do you both
