they are indeed 28mm if you're referring to the E36 M3, not sure about the E46.
as for whether porsche brakes will be suitable i'm not sure in all honesty, mainly because i haven't the foggiest what thickness disk they use. if they're not too far off on the thickness front it should be possible.
brackets wise you need to measure up really, then just present any engineering workshop with a rough drawing that has dimensions on and they'll knock it up for you in no time
