I am trying to delete a file and it keeps prompting "another person or program is using this file" and wont let me.
Well as I am the only one connected to it and I have shutdown all my applications what the hell can it be and what can I use to find out?

Filemon from www.sysinternals.com/Utilities/Filemon.html would enable you to work out who was using it.

Would be helpful if you provided operating system, filename or any useful info!

Guessing that its a modern version of windows, if it's in a file share open up control panel, admin tools, computer manager, shared folders, open files to see if it shows the file in use.

If it's not in a share, try rebooting the machine, then deleting the file, if you still get the same message, try to reboot in safe mode and delete the file, however, I'm assuming that you know what your doing here and you are sure it's ok to delete the file. If your not, don't do it!

I had a similar problem a while back see here:

in the end i downloaded the following utility which did the trick:

www.softwarepatch.com/software/moveonboot.html

opps. Sorry....Win XP home. its a zip file.
Firefox downloaded it...crashed and left a large file chunk on the disk.
I have tried booting into safe mode. I also treid filemon and Explorer is mentioned about a zillion times!!
I am just trying moveonboot right now as it is the same problem as you had.

Nope still there

I've had this before - if I remember correctly it was linked to the explorer process hence any attempt to delete is impossible (as you need the explorer process open to do anything). Keep trying different things as I managed to get rid of mine but can't remember off the top of my head how I did it..... I'll get back to you when I remember.

ok I know this hasn't been much help so far but it is 8:30 on a Saturday morning

Ok give this a go - open up the command line and find the file. Open task manager and stop the explorer process. Delete the file manually e.g. del (filename)
Go back into task manager and hit File, new task and type explorer. Everything should then (hopefully) be ok.
