I was rammed into the central reservation of the M40 on Friday morning by a white van. The just kept driving.
Did get his number though!

Reported this to the police and an independant witness rang in to confirm the details.

Now, the only reason someone's going to drive away is if they've no insurance, tax , MOT or License or combination of that lot.

So you'd expect the police to show a little bit of interest?
Errr no, i've got a week to do a producer, they've sent him a NIP, he's got a month to fill it in.

Is this normal practice?

Well sadly, speed cameras aren't too good at spotting people ramming others off the road Real police cost too much.

p.s. loads of people drive off from accidents. People are bastards.

No NIP is required after an RTA has occurred! Are you confusing this with the requirement to state the identity of the driver?
Did you suffer any injuries, as if so there is now a power of arrest for drivers who fail to stop at an RTA where another person is injured.
As regards the HORT1 this is normal - you've reported an RTA and the documents are necessary for the completion of the accident report.

thinking back the NIP was for the identity of the driver.

If the guy isn't insured i take it the odds of getting my excess back is zero.
