fraudulantly tampering with passport

just been informed by 2 female coleauges in Russia

that their line manager( Ukranian) has photocopied their Russian internal passports and falsly changed the identities of their girlfreinds ( Ukranian)to include their photos with names of our employees.......
to purchase train tickets etc....

aparently he told them he has done this .....bstard works for the same company as me , has just gone away for a month

absolutly livid , blokes a complete w..ker
girls are now worried about future repercusions regarding travel docs etc...
not too sure about russian law
but im going to do my best to take this low life to the cleaners ...has to be fraud

any ideas

find solicitor who knows the local law and get themto deal with it ?
