M25 Variable Speed limit and Roadworks Speed Limit

[BO55 VXR]

Just came back down the M25 and, being late afternoon, the traffic was quite heavy (read Normal) and the VSLs were set to 40.

However, at J10, there are some roadworks with a speed limit sign (big round board) saying 50.

Definitely 40, despite the speed you see some people driving through there.

Indeed there are. I've been through that section a few times in the last few days and I've found myself wondering what the speed limit actually is.
