Intermittent PAS

My 2001 4.0 RR 41k Tuscan is getting intermittent PAS at low speeds, for example, when doing a three point turn the first turn is fine, the second the PAS cuts out and three it's again fine… weird… it’s as if the fluid cannot get to the other end of the rack quick enough, it's making parking a real b*tch . The fluid level is fine, the idle is fine and my indie has checked that no pipes are trapped or pinched.

Has anybody had this? Is it a new rack, pump, or a valve? Any ideas…?
