Planning Permission.

Have just spoken to our local planning office this afternoon regarding applying for permission to build a new house on part of our garden. To my shock I was told that they are not allowing any new development unless it was within the town in which their offices are situated. Are they allowed to do this ? It appears that if you are one of the large developers in this area you can build what you like, where you like, although the council say not the case. I'm very p!ssed off over this. Whats your thoughts ?

The Council is South Holland in Lincolnshire. Their excuss is that there has been too much development taking place for the ammenities available, but it appears that if you are a developer this rule does not apply as there seems to be no let up in the number of new estates being built. They are quite happy for me to apply for permission (at my cost of course), but have told me I am not likely to gain this.
Surely this is fraud. They are clearly happy to take your money with no hope of you receiving PP.

Sadly I live in a grade II listed building which means they get to say what I can and can't do *inside* my flat. Brilliant.
During the 1970s our house was borken up into flats, one of which I now own. I was considering returning our floor of the building back to its original layout, but after a great deal of pain with the planning gits, decided to abandon the whole idea.

C'mon smiffy, not all Councils are twa....no, you're right, they're twats.
It's not uncommon for local authorities to put a freeze on new housing building because the infrastructure can't cope with it - be it schools, drainage or roads. The way developers normally get round it if the site's valuable enough is to pay for the infrastructure required (there's a few sites we're dealing with where we've got to put in a new bypass or build a new school to get over the constraints).
The bad news is that where there is a constraint, the infrastructure required is normally a step change in provision, i.e. you've got to build a new sewage works, not just upgrade your local connections, which means that it's only realistically developers that can get involved.
Email me details of the town/address off-forum and I'll find out exactly what infrastructure is deficient, and whether there is any way for you to get round it in the short term.
