Buying headaches - Vogue 4.4

Currently looking into getting a Range Rover Vogue 4.4 Petrol, 02/52/03 plate. Have been to two local main dealers and was pretty disappointed with what I saw. At both I saw cars ranging from £28-£34k, 02/52 with 45k miles. Both pretty tatty inside (marks,scraps in leather) and both had bad smells. In both cases I asked were the cars ready for sale, was told they only get them ready when somebody is going to buy. When I asked one dealer about the poor cosmetic state of the interior, he said "it is a 2nd hand car you know!".

How do these people expect to get top dollar for such vehicles?

Where is the best place to find good quality examples at a realistic price?
