Business radio

I have a business radio licence wide area speech, I use a number of mobile sets and handhelds. I have managed to find some more Icom f30 handhelds (find them the most robust and best battery life) and my usual dealer has said "They are obsolete now you can't get them retuned anywhere, you'll have to buy new ones. Howcome they managed to tune one 12 months ago? Does anyone know where I could get them retuned to my frequencies or where I could get the software and leads to do it myself? Anyone here an Icom dealer? I would really apreciate some help.
