Covercraft weathershield is the way to go - not cheap, but excellent.
As regards leaving the Tuscan for a year, there are a lot of threads on the potential issues of leaving the car for shorter periods than this. Off the top of my head and I am NO expert on this - dead battery, bald spots on tyres where they rest on the ground, seized clutch from lack of use, seals perishing, "old" oil and other fluid, potential fuel tank corrosion (?not sure on this). Conventional thought is that the more the cars are used, the less the issues.
Would it not be a worthy idea to put the car into professional storage for a year where it would be looked after? Alternatively, prepare the car as if it was going in for winter storage, draining fluids etc?

prices are firm for good ones. There is a lot of crap cars around.
I would not suggest an outdoor cover for a year, better to put it in a lock up, at least or sell it. An outdoor cover will chaff the paint in the wind, the chassis will be exposed to damp air and rust, the tyres will flat spot and go down, the electrics will corrode, the clutch slave seals will dry out, the lcd screen will die, the door seals will stick, the petrol will go off (but still work) the leather will get mouldy, etc etc
