Does the new seat belt law apply if I have a properly designed and adjustable seatbelt that has been adjusted correctly for an occupant under the legal height.

For example a 4 point harness that can be adjusted down in a two seater or ralley modified car. The child would probably be safer.

What if I have a height adjustable seat that can be used to change the relationship of the seat and the occupant and a normal 3 point seatbelt.

What about an adjustable shoulder attachment point that may be standard to have enough range to fit children without danger?
