AS engines don't all use AFR heads a lot of them use Eldebrock RPM heads which are good for 400+bhp.
I think its only the 500+bhp engines that use the AFR heads. However if you are building your own you need to carfully match your heads to the cam etc.
My spare engine is very similar spec to my AS engine only real diference is the cam and heads (Eld RPM on spare, AFR on AS one) but this will mean about 50bhp less. However just ungrading either component individually will probably reduce the power.
Thinking about it I'm probably teaching you to suck eggs, I'll happily show you the specs of my engine next time we meet to help you along.

Andy
If you want to give me the specs of either/both the engines I will run them on Desktop Dyno 2000 and see how they compare for power.
I'm using DD2000 to choose all the parts for my build. The most difficult bit, as you say, is the cam.
Steve
P.S. Can do the same for anyone else who wants to know how their engine spec looks.

Just found out how to post the numbers from DD2000.
This is how my engine will perform, I hope.
