IMO you won't get easier/better than Frontpage.

Harder/better - Dreamweaver - expensive
Easier/worse - loads depending on requiremants. - from free to almost as much as dreamweaver.

Best often depends on what you want to do.

If you're not willing to shell out for Dreamweaver (expensive, steep learning curve, but very good once you get into it) you could do worse than downloading the free versions of Microsoft Visual Studio "Express" editions. Admittedly complying to web standards land firmly in your lap rather than the tool's, but I suspect the same is true of FrontPage.

There used to be a program called Allaire HomeSite - I believe they were bought by Macromedia who, in turn, have been bought by Adobe. In fact it does still exist: www.adobe.com/products/homesite/ so you could give the 30-day trial a whirl and see what you think.

However, if you're doing this anywhere near full-time or more than just a hobby, I'd take the DreamWeaver plunge.
