coming off the DVLA site
"Throughout this leaflet, we refer to the V5 vehicle registration document, commonly known as the logbook, simply as the V5.
What are the changes?
From 1 February 2003, if you want to tax a vehicle and haven't received a reminder form V11 from us you will need to present your V5 or V5/2 supplement with your V10 application at any licence issuing Post Office branch.
If you don't have a V5 or V11 you will no longer be able to apply for a tax disc at a Post Office branch."

a freind of mine has given me some info plus the info I got off the DVLA site,
picture this,
1> I go to buy a car from "jo public" no road tax, he has a valid v5, v5 is in his name, we complete details, he sends off top bit, I keep part 2 (ie written bit) go into PO with v5/2, v10 document, insurance, money and say "my buy road tac you sell"
my mate say's no, you can't you have to wait for the v5 to come back? but DVLA site says, v5 OR v5part2
2> I go to buy a car from small dealer, no tax, same situation
I think somenoe said "that" cant be done must be sold witrh road tax
am very confused, me beer drink pls
any help ?????

which is the new keepers supplement. so if I buy a car I get that
bit, go in with that an a v10application and they give me road tax
or am I being thick again ?

As it says, you need the V5, or the part of the V5 that the seller is obliged to give you. That's what it's for! If the V5 is 'lost' then that's a different matter!
Not entirely sure what changed, as I thought that the V5 was always one of the items listed as required on the tax disk application form!

the reason is to stop(try to stop)some aspect of car tax fraud,read somwhere what it was but it was a dull govt doc and didnt stay in the noggin for long.
but that said i taxed a car today with no v5.
just filled in the usual tax form and a v5 request form.they taxed it with no questions.
perhaps its just to give stroppy post ofice types an excuse to mess you around some more

Some friends of mine are having a problem with thi sat the moment. He bought his old company Sharan a few months ago and sent off the old V5 to get the owner changed and thought no more about it. Realised couple days back that tax had run out at the end of Feb and when he rang DVLA they told him the car was still registered in his old employers name so he couldnt have a new V5 and they would have to investigate it which could take up to 6 weeks, meanwhile he couldnt drive the car due to no tax !!!
