I need to have a second telephone line for a minimal number of incoming calls.

ntl have quoted £11 per month + £25 installation but I think this is a big excessive given that I won't be making any outgoing calls and have just a few incoming ones.

Is there a VOIP solution where I get a proper phone number (would it be in the local area code?) and use a VOIP phone instead?

Anyone care to recommend something? The cheaper the better as it won't be used all that much.

Yep SkypeIn does this (with voicemail too), I have it set up but haven't used it a great deal yet so can't really comment on how effective it is.

Vonage - £7.99/month for unlimited local and national calls any time. You can also buy the Vonage V-Phone so you can take your number with you to use on pretty much any PC.

Skype is also very good but I don't bother with the SkypeIn service myself at the moment. I went for Vonage originally because you can continue to use normal phones at home and the free calls to landlines were very handy.

With Skype in the bill for renting a number is very small (can't remember exactly but it was something like £7 for for months and included voicemail)you then just pay the appropriate SkypeIn/Out rate (which is cheap). It works really well. I bought £10 credit a couple of months ago and I've still got over £9 left and that includes some International SkypeOuts some of which were to mobiles!
The software seems robust and the customer support was fast-ish and effective in rectifying and apologizing for the accidental duplicate card transaction. I also bought a USB VOIP adapter box from Comet for £19.99 which you can plug your DECT (or any other normal)phone into. It handles switching Plain Old Telephone calls and Voip calls brilliantly. Stunning functionality for twenty notes and it comes with a 30 minute Skype voucher as well. Mind you cause it's so cheap per minute the voucher is only worth a few pence.
The big plus for me is Free Skype-Skype calls from/to any Wi-fi access point. Of which there are many.
