"How to remove NIS / NPF if Add / Remove Programs fails to work"

Personally I'd suggest junking the whole Norton suite and replacing it with something much better and less resource hungry (AVG/NOD32 + ZoneAlarm + SpyBot S & D).

first if you have the original disks install it again and and see if it appears in add remove programs

secondly browse to the program directory where it is installs and look for an uninstall program most applications have one

or
go here

http://service1.symantec.com/SUPPORT/

last resort delete the program directory
download a registry cleaner and run it
and look in the registry manually after for any referneces to norton and remove

the above assumes you understands how registries work and are happy to do but always back up first before making changes
