It's my understanding the Nurburgring isn't a "speed"

But there's two different aspects to this.
The first aspect is the legality of driving a car on the Ring. Provided it's road registered by and large you can't really be prevented from doing this. Having said that you would need to read the fine print in the rental contract; some say that if you're doing something in violation of the rental agreement then some aspects of the insurance you've purchased become invalid. So if you prang it they'll pay the Ring for the Armco but you'll have to pay Avis for the car's repair costs.
The second aspect is what the owner will allow you to do with his car. In this instance the owner is saying you can't drive his car on race tracks. If you chose to ignore that the owner may decide to charge you for your decision. As you've given him a credit card as a deposit you're not in a very good position to argue when he decides to penalise you!

Ok if thats not good enough, ask the German Cops. They hate the Nurburgring because accidents are so frequent. They have to go out and make accident reports when somebody is injured, or when there is an accident involving two or more vehicles..
Funny, I have never seen the Gardai arrive in Mondello Park when there is an accident involving two cars..Mmmm maybe Mondello is a racetrack???
Of course it's a race track, it may not be officially classed as such but it is a race track.
I would imagine all German rental car companies are well aware of the classification and use of The 'Ring.
But saying that, because it is not (or if it is not, there is a legal issue here so you need to be sure) officially classed as a race track then The 'Ring should be specifically mentioned in the Rental Agreement contract somewhere as a no go area or they have no grounds to stop you using it.
Terms and conditions need to be thoroughly checked before you proceed I think.
And if they have, well, then ignore this
