i know this is a stupid question and i apologise but what the heck is this and what does it do

Its called an Acceleration valve nothing to do with speed.
It works in conjunction with the Servo, the big black round thing in front of it, all to do with the braking system, sometimes also called a Pressure reducer. I think its a Saab part, I know the servo is as I had to replace mine recently

Valve that restricts braking to the rear under heavy deceleration. Stops the rear wheels locking up when you are braking hard.
