Looking at getting a polisher as a few of my cars have light scratches and swirl marks so hoping one could help get them out. there are plenty on ebay for around £40, anything to look for? will these do the job?

I've bought about half a dozen of these over the last few years. They usually turn out to be Silverline branded. Cheap, cheerful, effective, but not durable in rigorous use - a tech generally kills one in 6-9 months. For personal/hobbby occasional use purposes they're probably a good choice.

Sounds good then, will be for hobby use, going to practice on a few spare panels first to try not to ruin the car

Maintenance of the mop heads is often more important than the polisher itself in our experience. Have a look over at detailing world - they go into this sort of thing in plenty of, er, detail.
