"It wasnt me guv" question
Discussion
Friend has got a letter from Surrey Scamera Partnership. Apparently, he was doing over 30 in a 30 but they can't prosecute him this time, but next hes in for it. "We've marked your card law breaker" is the message.
The problem is - it wasn't him. He was with me and a few friends in Calais at the time, checking into IBIS in fact. The car - is stored in his garage and hasn't been anywhere for months - so we know the car hasn't been anywhere.
So, either they've written down the number wrong or more worryingly theres a car driving round with his number plate.
The question is - do the Police have a proceedure regarding cloned plates? If there is another car wandering round with cloned plates - this is the start of a lot of hassle for him.
If there is another car with those plates then i would think the easiest thing to do in the long run is get the cars number plate changed.

If he believes another vehicle is running around on his plates report it. It may result in him getting stopped at times if the VRM is flagged, but better that than the headache that can result from doing nothing if there is another vehicle running around on his plates.

Wouldn't be one of these citizen speed watch programs would it? Why would they say we have the evidence of an offence but can't prosecute?
If I were falsely accused regardless of the we won't take this further I would argue this out and be writing back to Surrey Scamps stating my case and evidencing my claim.
For purposes of argument let us assume it is a citizen busybody watch and, no disrespect intended, but that the chap is innocent exactly as OP claims.
Two possibilities .
Either:-
1) They are so useless they have made a major identification or administration error and got the VRN wrong. In which case they busybodies need a sorting out.
Or:-
2) There is a member in the busybodies who has some sort of grudge against your pal, maybe his cat is a blinking nuisance, and said busybody decides to fit your pal up. Equally that needs a sorting out.
Of course it could be something else entirely, but I'm still not sure why a genuine scamp operation would say we have evidence but can't prosecute.
VH is 110% correct report it and argue your corner. Either way go to it.

Sue for defamation, pillory in press, destroy...
Give no quarter, however they squeal.
Never, ever give the scamerati benefit of doubt; they are evil and need to be expunged.
