Do web designers work for free/shares?

Hi all,

I have a business idea, that will make millions (), but it is heavily web related - and although my computer skills are better than average - they are not up to the task.

I would like a web designer/programmer to join me as a business partner, but is it something that people do - as I assume those that are good enough get such requests all the time. Is it a case of making the pitch and hoping somebody bites? If so where would I go about 'recruiting' such a person?

I know the concepts and how the systems should work, just needs something a little better than Dreamweaver to do it!
