Free Flash Creation

[xiphias]

As with most things on the net, theres usually a free and legal way to do stuff. Is there such a method to create flash content for a website?

No, I'm not going to overflash it either

There are utilities that generate Flash content out of something else, such as animations, but I've never come across anything that gives you the design ability Macromedia/Adobe Flash does.

Not sure, but I'd guess the Flash format is not open, so a license fee might be payable if you want to know how it works.
