Q. for BiB & or legal experts re speed limits/signs
Discussion
I'll try to explain this as best I can.
Main road through a village is having a bypass built.
Work going well, but 2 weeks ago new speed limit sign appeared.
Going east to west the limits were NSL - 40 - 30 - Village - 40 - NSL.
Now it's changes to NSL - 30 - Village - NSL.
All in the same distance/miles.
I can't remember reading about any changes in the local paper, but to be fair I could have missed it.
Locals seem to think it's to do with the bypass road works.
But, and to get (eventually
) to my question where it was 40 has no street lights, now it's a 30 - I alway thought that a 30 had to have street lights at certain intervals? Or have I been mis-informed?
BTW the change has cause no end of near misses and people are now overtaking on the long straight roads because some people are driving at 28mph where there is really no need to do so.

Regular street lights = 30
but
30 does not mean there must be regular lights, only the correct signage is needed.
The only thing I picked up on is the drop from 60 to 30 - I believe this is the maximum drop allowed, but still allowed.
I think Dwight was the guy with the exact knowledge on this though.

If there are regular street lights, then the speed limit is automatically 30, unless the roads authority make an Order to make it higher or lower. In either case, only the correct signage is required. This will include repeater signs if the speed limit is anything other than 30.
If there are NO regular street lights, then the speed limit is automatically NSL, unless the roads authority make an Order to make it lower. Again, the correct signage is required, and this will include repeater signs if the speed limit is anything other than NSL for that type of road.
They do not have to publicise making a permanent order in all the local papers - the requirement is to advertise by putting up notices on the affected road, and to place a notice in ONE NEWSPAPER circulating in the area.
If it's a temporary order (for the duration of the road works, say) they don't have to publicise at all before making the order - but they must advertise that they HAVE made the order, as above.
