Why anti-spam and junk email folders in Outlook 2003?

What is the point of having the two? Spam is spam at the end of the day and you want your computer to just bin whatever it is into one folder. I check my junk mail folder for any non-junk mail regularly so I don't want to permanently delete any junk - but why the two folders?

Have you ever installed any extra anti spam software as Outlook 2003 should only have the Junk Email folder.
