nearly at the stage where I`m ready to fire up the beast after rebuild, but at what rpm, with vacuum disconnected, should I check the ignition timing with a strobe light?
sure I read on here somewhere that its quite high in the rev range for some reason, I thought it would have been around 1200rpm?

the only notch on the crank pulley measures up at 28 degrees before TDC.

Because the mechanical weights in the dizzy will be at full advance. Rev the engine with the strobe going to check the advance is constant above 3k. If not, the mechanical weights/spring mechanism may be worn.

I was told 3K rpm by TVR Power and have always set mine at that?

What you're setting is the ignition timing at maximum mechanical advance - so 3k or 4k rpm (it might vary from car to car depending on the exact spec of the distributor, and the accuracy of the rev counter I guess) - use the strobe to ensure you set the timing once the mechanical advance is at a maximum.
