Looks like sensors and a pitot probe, I often see cars with them on at the Silverstone tests. They mount them high enough on the car so as to not be affected by the airflow from a car infront, and also the disturbed airflow from the car they are fitted to, purely so as to get a true airspeed reading. You may well find they have pressure sensors on various points of the car too and can then use the information from both to work out what the aerofoils and other aero parts do.
