Color Laser - Poor Performance and Faults

I've just acquired a colour laser - a Tally T8104 but can't get a proper print out of it. It's been unused for a while (over a year)

By this i mean that the prints it produces are kind of washed out and patchy, like not enough toner is getting to the paper and it also looks like the image is "shadowed" slightly (ie, fainter image printed at an offset to the original). It will sometimes get a paper jam due to not picking up a sheet from the tray properly but this is probably just dirty rollers not gripping the papare properly.

Does anyone have an idea where to begin solving these problems? It seems to have plenty of toner so I don't think this is the issue.
