The seatbelt buckle is attached to the seat chassis, so as long as the seatbelt is unfastened the buckle will exit the car with the seat.
Be very careful as you take the seat out though... it is a bit of a bugger to get through the door appature without practice and the seat bolts that will be dangling from the runners can easily scratch the sill or ding the kick plate.
