... I thought I would try and get the acheivement points for creating a 16 player match. The only problem is...I can only create a 14 player match. For some reason I can't go above that. Does anyone know why?
All the maps I can see have a maximum player limit of 14, and there doesn't seem to be anything I can do to change it.

To the rescue..........
If you create a game where you are in the lobby, you can only have a max number of 14 players.
What you need to do is change it to be a dedicated server, you will be in the lobby as the host, but not as a player, IIRC.
This puts the number of players allowed up to 16
