I have been negotiating on a stables that has been converted to a 2 bed appartment on top of 4 garages (ie the old stables). The garages have a drop kerb onto a busyish A road. I wanted to convert the garages to 2x1 bed appartments and sell all 3 units (2 bed and 2x1 beds). I am worried about getting planning for the conversion because of parking (usually need 1 parking space per unit). Now the daft council will not even advise on a pre application question until I have paid £587 and provided 1:50 drawings! But the seller is not keen to wait around. I have 2 questions:
1)Has anyone got experience of parking requirements for small conversions such as these and does the council relax if its just small flats?
2) In the worst case, if we needed would it be easy to get planning to build new houses on the land and if so knowing the 33ish% GDV what would I need to generally allow for demolition and leveling costs for a site and are counicils usually OK with allowing PP for new builds on old building sites with existing drop kerbs?

You should get a copy of your local area policy (plan) on this. On a development we have the guideline and requirment is NOT repeat NOT to provide more than 1 space per flat. This is to force people to use public transport (yeah that going to happen).
Might also be worth speaking to highways to see what their position is re visibilty splays.
You could always agree a price and even do a conditional exchange with the vendor, but make sure its subject to obtaining satisfactory planning.

its a wierd one, its all down to location to be honest , by the sounds of it with you mentioning stables id imagine its not a town centre location ? therefore they might enforce the 1 space per flat, but in town centre they are willing to cut down the spaces to encourage people to use public transport etc , wierd i know !!
surely if there are stables involved there is a fair bit of ground around to accomadate parking spaces ?

Thanks for the responses-no its not near at town and unfortunately the stables are "hived" off an old manor house house and so land is very limited. The garges open onto a pavement which is adjacent to a main road. Its not looking good as the UDP states that unless there is off street parking or its very close to good transport then a space is needed. The frustrating thing is that being in London and ideal for first time buyers, its unlikely to need parking spaces as they wont be able to afford a car!
