Talivan parking regulations

Where do the Talivans stand in terms of parking regulations? Do the civilian drivers have the same privileges as the police in terms of parking illegally?

I'd assume that a police vehicle may be allowed to be parked illegally in some circumstances? But presumably there are some rules???
