The answer is yes - because standard TVR chips are, at best, a rough guess of what the fuelling map should be. TVR Power chips make the engines smoother and revvier by a million per cent (exagerating a bit!). The power change is negigible, but that doesn't matter, because the driving characteristics are worth it!
On a more practical note, there is a reduction in back pressure when decatted, so the map needs tweaking to take that into account.

No you do not need to do so.
The Power chip alters the mapping slightly and makes everything slightly more MOT friendly. De-cat the car and when cold for the first cpl of minutes it wont be astoundingly happy, but after those first 2 minutes the car will run just fine. You *will* get about 5ish Db rise at 2/3rds throttle and you will get between 5-10BHP and foot of torque from a decent pair of de-cats.
If you do it with a 4ltr and the big bore system you will notice the 1000-3000 range revs through much more energetically and all that woofly bassy crappyness is replace by a proper bark.
