Ive a Landy 90 utility, P [1996] 300tdi.
It wouldn't pull the skin off a rice pudden its soooo gutless.
Floored in 3rd it makes 35 uphill and runs out of puff, is that right ?
And we're not talking big hill, just normal south london hills.
WTF ?
88,000 miles.
Engine doesn't smoke and I can heart the turbo whine.
Any clues out there ?

That seems a bit poor. Is it warm when it 's like this? Mine's rubbish until it warms up.

What'll it do flat out on a level road? How freely does it rev?

Itll do 70 flat out.
Its gutless warm or cold, running out of puff like a sixty a day trooper.
Im toying with buying a cheap disco non injection, and putting a v8 in it.
Itll make it go better, but how hards the conversion.

Check the condition of the rubber hoses twixt turbo and intercooler.They can collapse internally.

yes But shirley the hose from airbox to turbo will be more prone to collapse. (As it's under negative pressure, the hose from turbo to intercooler is under positive pressure.)

Also when was it last serviced? It's possibly an airfilter/fuel filter/fuel restriction issue.

Turbo hoses check.
Fuel filter check.
Air filter check.
Got it, Ill try them first.
What should it go like, I mean 35mph flat, uphill's a bit ,Id say sluggish, but a good slug'd overtake it.

My old 90 300tdi would do 85MPHm, and was faster to 70 than my old corsa, and was not much slower than my current TD5

Check as mention (My money’s on the pipes and intercooler) and if they haven’t been cleaned that you know of then clean the intercooler and replace the pipes. Also when the Turbo comes in, does the acceleration increase much? Is it smoking under acceleration?

Start the ngine and get some one to rev it for you, The hoses should be rock hard. Sometimes on 200tdi's the wastegate gets jammed open. The shaft it sits on slowly comes out of the turbo housing causing little or no pressure. Also check the actuator and actuator hoses if you have a pressure guage you can check you turbo pressure by using a T piece: Straight from the manual:
To check maximum boost pressure, drive
vehicle normally, but in such a manner that full
throttle can be maintained whilst climbing a hill
with engine speed held steady between 2,500
and 3,000 rev/min. Under these circumstances
boost pressure should read 0,95 - 1,09 Kgf/cm2
(13.5 - 15.5 lb/in2).

On the back of the injector pump is an adjustable nut. BEFORE YOU DO ANYTHING MARK WHERE IT IS NOW. Then adjust to get the power/smoke balance right!

It doesn't smoke.
No power increase when turbo cuts in [ well I can't feel it, although I can hear the turbo whine]

my NA 2.5 will do just over 70 flat out on the level so sounds like you're missing boost somewhere.

You'll never guess what this was.
Fixed, notch that one up to SM
Its flying now.

I checked out under the bonnet this morning, first possible time really.
All the hoses were good, air cleaner... err clean, etc.
The feeling Ive been getting is that its not opening the throttle wide enough.
Check it out, theres a restrictor fitted to the bottom of the throttle pedal !
It must be there to protect the assembly against the cable force.
The screw/bolt had wound itself down to the bottom, restricting me to about 50% opening.
I felt it had got progressively slower, it must have been it slowly winding out !
Got Mrs Metal to hold her foot on it, and adjusted it up against the throttle assembly.

Its flying.
