The local Council has just replaced all the white hatch markngs around one of the local roundabouts with nice new red tarmac.

Question - what legal status do this have? Is it the same as the markings it replaced?

Red tarmac has the same legal status as the grey stuff. Idea is to "catch your attention", like on the approach to pedestrian crossings, inside bus lanes, etc. Watch out for them adding white bits - the white bits mean things. All covered in the Highway Code.
