Why do track prepared/rally cars emit flames from the exhaust on gear change?

Mine used to when it was MAF less, unburnt fuel ignited in the exhaust when it is rich or over-fuelled?

Excess fuel igniting in the exhaust headers. Often used with turbo's as well.
