Help Tuscan Racer parts

I hope some one can help me with this.
On Tuscan racer steering column There are plastic bushes which have an
ID of 19.5mm ish
OD of 22.1mm
Length of 31mm and 4.2mm lip on end
What are they from and best place to get them.
