SPECS on M25 at Holmesdale Tunnel J25/26

Does anyone know what the 'tripping' speed is here?

It's messy to drive through; first sign states 40 in a red circle...then 'max speed 30mph on a set of roadworks signs (not sure this is legal-no red circle)...then back to 40 red circle again.

Just to be careful I went down to 30...then nearly had an accident whilst I speedo watched...when I saw the 40 I increased my speed...watching the road not the clock...only to my shock horror to get up to nearly 50 as I was approaching the end camera! I slowed back to 30 again for the last 100 or so metres, and I'm hoping my stint at 30 will balance out & I'll be ok.....have a horrible feeling though!

These are supposed to be SAFETY camers right?

I've done 40-45 through there on many occasions and never had a letter.

The 30 is an advisory speed limit only(it's an orange sign IIRC), the speed limit through that stretch is 40 (round sign with a red border).
