Why do people do this?

Arrived back from a day out to find this;
Not only had some imbecile driven into the car, clearly ripping the cover, but they then ploughed on through into the wheel arch. And then decided they were too cowardly to own up and drove off....why are people like this? Who the hell do they think they are that this is acceptable?
Any guidance on repairs appreciated. The wheel arch has a 3 inch gouge out of it, and a smaller 3/4 inch one, and there are several surface scrapes along the wing. Excess is £500, so I already have a feeling I know where this is going in terms of cost....Is this a wing repair/respray or is there a potential other option?

Thanks Andy. Have asked around and no one saw a thing. I would really hope my neighbours would leave a note if they had caused this. Have spent some time searching comparable damage threads, and they range from a T-bar repair to a complete new wing and front end respray. One thing for sure - cannot leave the open exposed fibre glass unrepaired for long. Talk about continuing to decrease my faith in human decency...
or mail him via his profile, he does a nice job. 
Last week a courier delivering to my neighbour reversed into the front wing of mine. Scratched the wing and took a lump out if the spider. Fortunatley I was able to trace the driver and his insurance should pay up. If I drove into someones car and they weren't around I'd have to at least leave a note. Whats wrong with people these days?

Similar happened to mine, came back to find cracked light lens and deep gouges to the wing, and it had gone through all the armorfend. Sadly had to make the decision that I'll fix it if I sell it but otherwise there's no point as some A Hole will only do it again. People that do this are at best idiots, at worst criminals.

Tom - as a matter of interest, did you get a quote to repair, and secondly, do you know if there is an issue leaving fibreglass exposed to the elements? Worried I could be putting something off which develops into a bigger issue.
Initial quote of £600, so on the cusp of the excess itself. Thankful at least there does not appear to be more considerable damage (excluding a ripped up £300 car cover), but totally p**sed off that this is unforseen expenditure and yet another chunky bill. I official hate parking on the street.... 
People like this really pee me off and is one of the reason that my Tuscan stays in the garage 24/7 or if out for a drive is never parked in the town centre. People just have no respect for other peoples property. Because of my stubborn attitude to not parking in public, we use my wifes car and my point has been proved we have come back to the car on more than one occassion to find that someone had dropped something on the bonnet and also someone has bumped the bumper leaving a black rubber mark. Not the worst that could happen but just goes to show that people can be ar$eholes and dont give a sh1t about other people and how hard they have had to work to get these nice things.

Baz, I didn't get a proper quote though Phil up at the TVR centre said he'd have a look. The light lens comes in around £25 plus two hours labour, armorfend is around £400 and the paintwork around £400. The damage is not that prominent but the worry as mentioned earlier in this thread is if there is any shattering of the fibre glass beneath the paint. After they've quoted i'll let you know. I agee that it's such a pain having another unexpected cost, and I don't know about the exposure issue.
Tues night, i got rammed from behind on my motorcycle, he left me in the road and did a runner, i picked up my 32 stone BMW and caught him after a 3 mile chase, i dragged him to the police station and the police dont want to know! they say that the parties involved have reported the details and thats all that is needed, and its my word against his that he ran. WTF!
