mway maint/speed cams ?

interesting thing I found in Basingstoke,
doming off an A road onto a b road, was a van with Motorway maintenance on it.
It had a camera like periscope thing poking out of the top, and also a camera on a tall tripod, it was facing the oncoming traffic.
further down the road (1 min drive) was those rubber strips going across the road, again further down and on a different road(about 1 min) was another set (these roads marked as 30mph)
then go round a corner was a guy crounched sitting at a corner, trying to look covert looking at all the cars and talking into a small device, maybe a phone
what was goin on here ?

due to be going there for work, pity u cant tell the road name
camera van possibly cctv/anpr - rubber strips = timed distance, people going too fast can be noted or probably pulled by the guy sitting covertly who talks into a radio...
