A lot of racecar (as opposed to aerospace) wind tunnels have a moving floor. Otherwise, the airflow along the floor of the tunnel is essentially at 0mph.

I was lucky enough to get a look around Honda F1's new wind tunnel recently. Very impressive - should be for £36 mill!
