Elements question

When I use the Zoom Browser with my 350D and click on a picture, I will get as an example:
shutter speed 1/160th
Aperture value 11.0
However, when I open the picture using Elements 2, I get:
Exposure time 1/160th
F stop 11.00
Shutter speed 1/160th
Aperture value 6.9
Could someone please explain the difference between the aperture values? This is not a new problem
