congestion charge - how long to get ticket

OK, so I pay my cc without fail every single bl**dy day until last wednesday when I forgot (work probs etc etc etc).
Annoyingly I realised the very next morning at about 8am, the stupid thing is that there is no way I could have been issued a ticket by then so why cant I pay it ? Ok, so no way they'd let me do that, grrr.
My question is..how long before I should hear if I was seen or not? Anyone here know ?

I really dont mind paying an extra 40 quid on top of the 20 I paid last week to drive on roads that I already pay tax for, so that I can get to work and earn money that I'm then taxed on, then taxed when I put it in the bank, then taxed when I spend it, then taxed when I die and pass it on, along with my house that I paid a f****** fortune in stamp duty to buy. Right, I'm off to kill myself, its cheaper..

This is a rather large hole in the system. If you are in the situation where you don't know your going to go into the zone until the last minute ('cos you don't know London) or just plain forgot. Then why can you not go online and pay within 24 hours. It would make no difference to the number of cars in the zone but would really make a difference to the "users" of the scheme.
erm - you CAN pay after the event, but it has to be on the same day... (Extract from the CG Web site: You can pay the congestion charge either in advance or on the day of travel before, during or after their journey. The charge is £5 if you pay by 10pm on the day of travel. An additional £5 surcharge will apply if you pay from 10.00pm until midnight on the day of travel. This is to encourage early payment.)

So what difference would it make to the scheme if you could pay withing 24 hours then? If you "have a moment" and forget then I don't see why you shouldn't have a day to pay up rather than by 10:00pm that night.
