All this talk of Brunstrom and his happy promotion of his hate of speeding motorists... then in his back yard the local council bugger up a change of limit. One for DVD's files!

BBC said:
On Thursday, North Wales chief constable Richard Brunstrom said motorists in Wales were less likely to be given a fine and penalty points if caught just over the speed limit in future.

He told a safety meeting speed cameras in Wales would be run by one body, with a "softer edged" approach, to include offers of safer driving courses instead.

Is this a loophole? With the new Partnership funding arrangements, all fines now go straight to the right honourable member for somewhere-in-Scotland. But perhaps charges for "safer driving courses" don't? Perhaps the Partnerships can keep this money??

If so, I can see these courses being offered for speeds up to 200% over the limit, coupled with a steep decline in NIPs and Government spin that tries to convince us that speeding convictions are down due to those wonderful cameras. So everyone wins....
