Any advice would be helpful,when the car is running and the heater fan is on,the fan speeds up and slows down now and again, the lights will also flicker ,I have checked the voltage at the battery and the feed out of the alternator when this happens,the voltage jumps to 15 to 17 volts and then settles back to around 12.5 volts.
I would say the regulator on the alternator is faulty ,and a complete new alternator should solve the problem.
The original owner did say he had put 2 new batteries on the car.
Am I right or is there somthing else to look at.

Yep. Alternator is the only component on the car that generates voltage; battery just stores it, so if it's going that high your alternator regulator is indeed fcuked. New or rebuilt alternator should fix it.

It is probably only the electronic module which has failed, you are unlikely to need to replace the entire alternator (although nothing to stop you doing that if you want to).

You could replace the 'diode pack' yourself or take it to a local auto elecrical company.
